When you create a new content or question item, select Text content block on the left. You can choose from Heading and Text, Text (no heading), Two columns, Three columns and Link (curation) layouts.

You can format text by selecting it and choosing formatting options on the content toolbar.

It is also possible to add text via the Old editor.
