Someone has to verify the content is accurate against the regulation as it stands today. And someone has to own the governance setup, because underestimated governance effort is the most common implementation failure in this category.

We state this early because vendor content in this category tends not to. A platform that tracks perfect completion against outdated content gives you a clean report and no protection.
