Every SCORM tool exports a package. The difference shows up when the course changes. A manual package means a new export and a new upload for every edit. A dynamic package stays connected to the authoring tool, so learners always get the latest version. Easygenerator and Mindsmith offer both methods. Articulate 360 leads on standards with manual packages, and Rustici Content Controller adds dynamic delivery to packages from any tool.

Key takeaways

  • Pick the export method per course, not per tool. Compliance courses that must stay fixed suit a manual package. Product training and onboarding that change every quarter suit a dynamic one.
  • Two tools in this list offer both methods. Easygenerator and Mindsmith let you choose manual or dynamic for each course. 7taps exports dynamic packages only, and Articulate 360 exports manual packages only.
  • A dynamic package moves hosting to the vendor. The LMS still tracks results, but the content loads from the vendor’s servers, so your IT team may need to allow that domain.
  • You can add dynamic delivery to any existing package. Rustici Content Controller wraps packages from any authoring tool in small dispatch files that update on their own.

Manual vs dynamic SCORM explained

A SCORM package is a .zip file that holds everything an LMS needs to launch and track a course. Inside are the course content, a manifest file called imsmanifest.xml that tells the LMS how to launch it, and the runtime code that sends completion and scores back. SCORM, short for Sharable Content Object Reference Model, is the standard most LMSs use for this.

There are two ways to get that package into your LMS.

Manual SCORM. You export the course, download the .zip file, and upload it to the LMS. The LMS hosts every file, and the course stays exactly as it was on the day of upload. To change it, you export a new package and replace the old one.

Dynamic SCORM. You upload a small package once. Instead of holding the course, it points to the live version in the authoring tool. When you edit the course, every learner who opens it next sees the update, with no new upload.

Manual SCORM Dynamic SCORM
What you upload The full course as a .zip file A small package that links to the live course
Where content lives In your LMS On the vendor’s servers
How updates work Export and upload a new package Edit the course, and learners see the change
Version control Fixed until you replace it Always the latest version
Network needs None beyond the LMS The LMS must reach the vendor’s domain
Best fit Audited courses and closed networks Content that changes often

Anjali Saraswathyamma, Global Digital Learning Leader at Claroty, explained why live updates matter in a fast-moving field in our Learning in the Flow of Work webinar.

“That dynamic way of updating the content is critical, it’s mission critical, because we need to keep our learners updated with how the product is evolving and what new threats are out there.”

Anjali Saraswathyamma, Global Digital Learning Leader at Claroty. Easygenerator webinar on Learning in the Flow of Work, November 2025.

Some tools also offer Experience API (xAPI), cmi5, the older Aviation Industry Computer-Based Training Committee (AICC) standard, or Learning Tools Interoperability (LTI). Check which standards your LMS supports before you pick a tool.

How we evaluated SCORM export tools

We scored each tool on four criteria. The same four criteria run through the comparison table and the sub-headings inside every entry below.

Export options. Whether the tool exports manual packages, dynamic packages, or both.

Standards supported. Which of SCORM 1.2, SCORM 2004, xAPI, cmi5, AICC, and LTI the tool publishes.

Update workflow. What one course change costs after the course is live.

Version control and hosting. Whether you can lock a version inside your LMS, keep a live version on the vendor’s servers, or choose per course.

How we graded each criterion

Export options. High means both manual and dynamic SCORM. Medium means one SCORM method plus other routes such as links or an LMS from the same vendor. Low means one SCORM method only.

Standards supported. High means SCORM 1.2, SCORM 2004, and xAPI plus at least one of cmi5, AICC, or LTI. Medium means SCORM 1.2, SCORM 2004, and xAPI. Low means SCORM only.

Update workflow. High means edits reach learners without a new upload. Medium means a new package for each update. Low means a rebuild of the course for each update.

Version control and hosting. High means a choice per course between a locked package in your LMS and a live version. Medium means one of the two only, with the trade-off stated. Low means a live version only, with no locked package available.

Low is not a failing grade. It describes what a tool does, and a Low on one criterion can sit next to a High on another.

The export options bands assume an authoring tool. Rustici Content Controller is a dispatch layer that sends packages built elsewhere, so we mark that criterion as not applicable for it and grade it on the other three.

Ownership disclosure

Easygenerator is our own product. We reviewed the other four tools independently, from each vendor’s own website and help center and from G2. We checked all vendor claims and G2 figures on October 28, 2026.

What we deliberately did not score

We did not score price. Vendors charge per author, per learner, or per license, and any figure we printed would go out of date fast. Check each vendor directly.

We left out iSpring Suite and Adobe Captivate. Both export manual SCORM packages well, and we compare them in our top SCORM authoring tools article. For dynamic delivery, both can pair with a dispatch layer such as Content Controller.

Three ways to export SCORM, and which one your team needs

Start with one question. How often will this course change after it goes live?

Tools that offer both manual and dynamic SCORM

These authoring tools let you pick the method for each course. A compliance module goes out as a locked package, and a product course goes out as a dynamic one.

Category winner. Easygenerator, because native integrations with LMSs such as Cornerstone and LearnUpon work the same way as dynamic SCORM, and subject-matter experts keep the content current. Mindsmith offers both methods too, with LTI 1.3 on top.

Best fit for. L&D teams with a mix of fixed and fast-changing courses.

Tools in this category. Easygenerator and Mindsmith.

Tools that offer one method

These tools commit to one approach. 7taps exports dynamic packages only, so every course stays live. Articulate 360 exports manual packages only, with the widest set of standards in this list.

Best fit for. Teams whose courses all follow the same pattern, either always changing or always fixed.

Tools in this category. 7taps and Articulate 360.

Dispatch layers that make any package dynamic

A dispatch layer sits between your authoring tool and your LMS. You upload the original package to the dispatch service and send small dispatch packages to each LMS. Updates go to the service once and reach every LMS.

Category winner. Rustici Content Controller, from the company behind SCORM.com.

Best fit for. Teams that want to keep their current authoring tool, and content providers that send courses to many client LMSs.

Tools in this category. Rustici Content Controller.

Tools that offer both manual and dynamic SCORM

1. Easygenerator

Easygenerator is a cloud-based e-learning authoring tool that L&D teams and subject-matter experts use to create company-tailored training at scale.

Authors publish each course as a manual SCORM package, a dynamic SCORM package, an xAPI package, or a private link. Native integrations publish straight into LMSs and learning experience platforms.

Export options

High. You choose manual or dynamic SCORM for each course. Native integrations with Cornerstone, LearnUpon, HowNow, Degreed, and EdCast publish without any file handling, and private links share a course with no LMS at all.

Standards supported

Medium. Easygenerator publishes SCORM 1.2, SCORM 2004, and xAPI. We do not publish cmi5, AICC, or LTI.

Update workflow

High. With dynamic SCORM or a native integration, you upload once, and later edits reach the LMS without a new upload. With EasyTranslate, one SCORM package holds every language version of a course. Courses published as SCORM 2004 send results for each question to the LMS.

Version control and hosting

High. A manual package locks the course inside your LMS. A dynamic package keeps it live on our servers, hosted on Amazon Web Services in Frankfurt. You pick per course.

Standout features

  • Manual and dynamic SCORM for each course
  • Native integrations with Cornerstone, LearnUpon, HowNow, Degreed, and EdCast
  • One SCORM package for every language version with EasyTranslate, available as a powerful addition to the suite
  • Question-level results in SCORM 2004
  • Private links for learners without an LMS account

Pros

  • Fixed and fast-changing courses live in the same tool, each with the right method
  • Native integrations remove file handling for the LMSs they cover
  • Subject-matter experts update their own courses, and the LMS picks up the change
  • G2 reviewers rate Easygenerator 4.7 out of 5 from 196 reviews

Cons

  • No cmi5, AICC, or LTI output
  • Dynamic packages load from our servers, so the LMS needs access to our domain
  • Native integrations cover a set list of LMSs, and other LMSs use dynamic SCORM instead

Best for

  • L&D teams with a mix of compliance and product courses
  • Teams on Cornerstone, LearnUpon, or another LMS with a native integration
  • Global teams that ship one course in many languages

G2 rating. 4.7 out of 5 from 196 reviews.

2. Mindsmith

Mindsmith is an AI-native e-learning authoring tool that publishes courses as dynamic or static SCORM packages, LTI launches, links, and embeds.

Mindsmith recommends dynamic packages as the default and keeps static packages for teams that need a self-contained file, according to its SCORM packaging guide.

Export options

High. Mindsmith exports dynamic SCORM, static SCORM, LTI 1.3, links, web exports, and PDF, according to its sharing page.

Standards supported

High. Static packages support SCORM 1.2 and 2004. LTI 1.3 launches courses from Canvas, Blackboard, Moodle, and other LTI-compatible LMSs, and the Mindsmith homepage lists xAPI as a sharing option.

Update workflow

High. A dynamic package loads the live Mindsmith player, so a fixed typo or a new image appears in the LMS without a new upload. One dynamic package serves every language version.

Version control and hosting

High. Static packages lock the course inside your LMS, and dynamic packages load from Mindsmith’s servers. Mindsmith’s package types guide lists the domains an IT team needs to allow, and it notes that some features, such as AI conversation tiles, work in dynamic packages only.

Where Mindsmith beats Easygenerator. Mindsmith publishes LTI 1.3, and we do not. It also offers web and PDF exports alongside its SCORM options.

Standout features

  • Dynamic and static SCORM for each course
  • LTI 1.3 for Canvas, Blackboard, and Moodle
  • One dynamic package for every language version
  • A published list of domains for IT allowlists

Pros

  • A choice of locked or live packages, like Easygenerator
  • The widest set of delivery routes among the authoring tools here
  • G2 reviewers rate Mindsmith 4.8 out of 5, from a smaller base of 25 reviews

Cons

  • Some features work in dynamic packages only, so a static export can lose them
  • A smaller G2 review base than the other tools in this list
  • Dynamic packages need network access to Mindsmith’s domains

Best for

  • Teams that publish to LTI-based LMSs such as Canvas or Moodle
  • Teams that want both export methods in an AI-first authoring tool

G2 rating. 4.8 out of 5 from 25 reviews.

Tools that offer one method

3. 7taps

7taps is a microlearning platform that builds phone-first courses and exports every SCORM package as a dynamic package.

The 7taps SCORM guide states that every export loads the live course, so there is no static or offline package.

Export options

Medium. 7taps exports dynamic SCORM only. Courses also reach learners through links, Teams, Slack, email, text messages, and QR codes.

Standards supported

Medium. 7taps exports SCORM 2004, SCORM 1.2, and xAPI on Enterprise plans, and its free edition does not include SCORM export.

Update workflow

High. Every package loads the current version of the course, so edits reach every LMS at once.

Version control and hosting

Low. Courses always load live from 7taps, so you cannot lock a version inside your LMS.

Where 7taps beats Easygenerator. 7taps delivers the same live course through Teams, Slack, text messages, and QR codes as well as the LMS. Every channel shows the same version.

Standout features

  • Dynamic SCORM on every export
  • Kiosk mode for shared devices
  • Delivery through messaging tools and QR codes

Pros

  • No risk of an old package in the LMS
  • One update reaches the LMS and every other channel
  • The highest G2 rating in this list, 4.8 out of 5 from 292 reviews

Cons

  • No static package for audited or offline use
  • SCORM export is part of Enterprise plans only
  • Courses use a card format built for short lessons

Best for

  • Microlearning that changes often
  • Teams that deliver the same lesson inside and outside the LMS

G2 rating. 4.8 out of 5 from 292 reviews, listed on G2 as 7taps Microlearning.

How we checked. G2 profile plus the 7taps SCORM guide and free edition guide, accessed October 28, 2026. We cover 7taps in more depth in our microlearning tools comparison.

4. Articulate 360 (Storyline 360 and Rise 360)

Articulate 360 is a suite of e-learning authoring apps, including Storyline 360 for slide-based courses and Rise 360 for responsive courses.

Both apps export manual packages for third-party LMSs. Articulate also offers Reach 360, its own LMS.

Export options

Medium. Storyline 360 and Rise 360 export manual packages. Rise 360 also offers web-only output, PDF export, and Quick Share links, according to Articulate’s Rise 360 export guide.

Standards supported

High. Storyline 360 publishes cmi5, xAPI, SCORM 2004, SCORM 1.2, and AICC, according to Articulate’s publishing guide. Rise 360 exports xAPI, SCORM, AICC, and cmi5 packages.

Update workflow

Medium. To update a course in a third-party LMS, you export a new package and replace the old one. Articulate’s Rise 360 export guide notes that if you delete a lesson and then update the course, some learners might see a blank page, and the fix resets learner progress while it keeps quiz data.

Version control and hosting

Medium. Each package lives inside your LMS and stays fixed until you replace it, which suits audited courses.

Where Articulate 360 beats Easygenerator. Articulate 360 publishes cmi5 and AICC, and we do not. It also offers Reach 360 for teams that want authoring and an LMS from one vendor.

Standout features

  • Five LMS standards, including cmi5 and AICC
  • Manual packages that stay fixed inside your LMS
  • Reach 360 as an optional LMS from the same vendor

Pros

  • The widest set of LMS standards in this list
  • Content stays inside your LMS, with no external domain to allow
  • The largest review base here, 4.7 out of 5 from 1,018 G2 reviews

Cons

  • Each update in a third-party LMS needs a new package
  • Deleting a lesson before an update can force a reset of learner progress, per Articulate’s guide
  • No dynamic SCORM option in Articulate’s export guides

Best for

  • Teams that need cmi5 or AICC output
  • Audited courses that must stay fixed inside the LMS
  • Teams that already use Articulate 360

G2 rating. 4.7 out of 5 from 1,018 reviews, listed on G2 as Articulate 360.

How we checked. G2 profile plus Articulate’s support articles on Storyline 360 publishing and Rise 360 export, accessed October 28, 2026. We compare Easygenerator and Articulate in a separate article.

Dispatch layers that make any package dynamic

5. Rustici Content Controller

Rustici Content Controller is a content distribution service from Rustici Software that dispatches SCORM, cmi5, AICC, and LTI packages to any LMS and keeps them up to date.

You import a package from any authoring tool, then send small dispatch packages to each LMS. Rustici states on its Content Controller page that these dispatch packages are 12 KB in size.

Export options

Not applicable. Content Controller dispatches content built in other tools, and it does not author courses itself, so the authoring bands do not fit it.

Standards supported

High. Content Controller imports SCORM 1.2, SCORM 2004, AICC, xAPI, cmi5, and media files. It dispatches SCORM 1.2, SCORM 2004, cmi5, AICC, and LTI 1.1 or 1.3, so you can send a course in the standard each LMS needs.

Update workflow

High. Rustici describes automatic version updates, so a new version reaches every LMS that holds a dispatch package. Its Equivalents feature bundles all language versions of a course.

Version control and hosting

Medium. Content Controller keeps versions in one central place, and every LMS loads from it. Each LMS holds a small dispatch package rather than the full course.

Where Content Controller beats Easygenerator. Content Controller adds dynamic delivery to packages from any tool, including Storyline, iSpring, and Captivate. It also dispatches cmi5, AICC, and LTI, and it adds license controls for each client LMS.

Standout features

  • Dispatch packages of 12 KB for any LMS
  • Import from SCORM, AICC, xAPI, and cmi5 packages
  • Dispatch in SCORM, cmi5, AICC, or LTI
  • License management and reporting across LMSs

Pros

  • Works with packages from any authoring tool
  • One update reaches every client LMS
  • License controls suit content providers who sell courses

Cons

  • A separate service to buy and run next to your authoring tool
  • No authoring, so course changes still happen in another tool
  • No G2 profile for Content Controller, so there are no third-party reviews to compare

Best for

  • Teams that want dynamic updates without a change of authoring tool
  • Content providers that sell courses to many client LMSs
  • Organizations that run several LMSs at once

G2 rating. We found no G2 profile for Content Controller. G2 lists other Rustici products, such as SCORM Cloud and Rustici Engine.

How we checked. Rustici’s Content Controller page and a G2 search for the product, accessed October 28, 2026.

When manual SCORM remains the right choice

Manual SCORM is the better method for three kinds of courses, whatever tool you use.

The first is a compliance course that must stay fixed for an audit. A manual package shows exactly what each learner saw on the day they took it, and nothing changes until you replace it on purpose. Our page on compliance training software covers how audits fit into course design.

The second is an LMS on a closed network. If your IT team blocks outside domains, a dynamic package cannot reach the vendor’s servers, and a manual package that holds every file is the only option.

The third is a course that will never change. If you plan no updates, a manual package is simpler, and it removes the dependency on the vendor’s servers. For everything else, a dynamic package saves a new upload every time the content moves.

How to export a SCORM package in Easygenerator

Open your course, go to Publish, and pick the output that fits the course.

  1. Manual SCORM. Select the SCORM download, choose SCORM 1.2 or SCORM 2004, and upload the .zip file to your LMS through its standard import.
  2. Dynamic SCORM. Select the dynamic SCORM option, upload the small package to your LMS once, and later edits reach learners on their own.
  3. Native integration. Select your LMS from the integrations list, and the course publishes straight into it with no file to handle.
  4. xAPI or a private link. Choose xAPI if you track learning in a Learning Record Store, or share a private link when you need no LMS at all.

For a full guide to building the course first, see how to create a SCORM file.

Many courses never reach the export step

Publishing is the step where many courses stall. On our platform, authors created 213,660 courses in 12 months and published 105,550 of them. Once you set aside drafts created too recently to judge, 48% of courses still sat unpublished after at least 90 days. Our 2026 e-learning benchmark report reads many of these as drafts and experiments rather than failures, and the data cannot say why each one stopped.

The export method can lower one barrier. With a dynamic package, a first version can go live and improve later without a new upload, so authors do not need to wait for a perfect course before they publish. Questions also change what a completion rate shows once a course is live, and we cover that in do knowledge checks reduce course completion rates.

Final thoughts

The right SCORM export tool depends on how often your courses change. If most courses change every quarter, a tool with dynamic SCORM saves a new upload each time. If they must stay fixed for audits, manual packages from any tool in this list do the job, and Articulate 360 covers the widest set of standards.

Start with one real course. Publish it as a manual package and as a dynamic one, make a small edit, and check what your LMS shows the next learner.

Frequently asked questions

What is dynamic SCORM? –

Dynamic SCORM is a small SCORM package that links to the live version of a course in the authoring tool. You upload it to your LMS once. When you edit the course, learners see the update the next time they open it, with no new upload. Easygenerator, Mindsmith, and 7taps offer it.

Can I update a SCORM course after uploading it to my LMS? +

With dynamic SCORM, you edit the course in Easygenerator and the update appears in your LMS automatically, with no re-export or re-upload needed. With manual SCORM, each update requires you to export a new package and replace the previous version in your LMS. Either way, learner progress data already recorded in the LMS is not affected.

What SCORM versions does Easygenerator support for export? +

Easygenerator exports SCORM 1.2, SCORM 2004, and xAPI. SCORM 1.2 is the safer default if you are not sure what your Learning Management System (LMS) supports. Choose SCORM 2004 when your LMS confirms compatibility and you need more detailed tracking, such as granular pass/fail reporting or robust bookmarking.

Does dynamic SCORM work with every LMS? +

Dynamic SCORM works with LMSs that have a native Easygenerator integration, including Cornerstone, LearnUpon, and HowNow. For LMSs without a native integration, manual SCORM export is the reliable option. If you are unsure whether your LMS supports dynamic SCORM, check the Easygenerator integrations page.

Can I convert a PowerPoint or PDF into a SCORM package? +

Yes. Easygenerator's AI Course Builder converts a PowerPoint, PDF, or Word file into an interactive e-learning course, which you then export as SCORM 1.2, SCORM 2004, or xAPI and publish directly to your LMS. No separate SCORM converter tool needed.
